DESC: The Engineer Research and Development Center (ERDC), Hydraulics
  Laboratory requires research and development services in the
  area of hydrodynamic numerical modeling of vessels (ships,
  boats, and tows) for navigation studies. Examples of the work
  required include, but are not limited to, analytical or empirical
  development of or improvements to numerical models of project
  design vessels; development of or improvements to numerical
  models of ship/tow simulator design vessels using physical
  scale models of vessels in a towing tank facility, preferable
  equipped with a large amplitude planar motion mechanism; analytical,
  physical or empirical development of or improvements to numerical
  models of vessels which can not be modeled accurately with
  the thin ship/strip theory approach; development of site specific
  simulator databases such as visual scenes and DCBs (depth-current-bank);
  and providing technical consultation and correspondence for
  implementation of numerical models. The Contracts office intends
  to award a firm fixed-price indefinite delivery indefinite
  quantity contract for a base period with four (4) additional
  one year option periods. All responsible sources capable of
  providing the services requested are encouraged to submit a
  proposal. Request for proposal (RFP) DACA42-01-R-0016 will
  be issued on or about 20 Jul 01 with a closing date on or about
  5 Sep 01. The solicitation is only available in electronic

  registering for the solicitation scroll down to View/Download
