The standard recognizes the need for internal and external communication about environmental issues. The basic requirement in Clause 4.3.3 is to establish and maintain procedures to:
Communicate internally between the various levels and functions of the organization. Receive, document, and respond to "relevant communications from external interested parties" regarding environmental aspects and the EMS.
There are two modifiers in the requirement, namely that the communication or "relevant" and that it respond to "interested parties." The implication is that an organization decides what is relevant communication and thus it need not respond to everybody and anybody about any issue.
